The Person Driven Services and Supports (PDSS) Coalition supports the adoption of Community First Choice (CFC) because it offers the chance for self-direction and can make Pennsylvania’s complicated service systems simpler by basing services on what the person needs instead of her diagnosis.  CFC is an option offered to the states by the federal government.

  1.  States which adopt CFC are required to provide self-directed service models as an option.
  2. States can choose to use a cash and counseling model which can offer people real flexibility and control over their funding for services and supports.  If PA chooses this model then people have the flexibility to purchase both specialized or traditional types of services and generic goods and services that may meet their needs better or less expensively.
  3. States must provide supports for self-direction — this could include Supports Broker services.
