Seeking Managing Attorney

Disability Rights Pennsylvania (DRP) seeks a managing attorney in our Philadelphia office.  The managing attorney assists the legal director in managing legal, intake, and administrative staff of DRP and carrying out the legal work of the organization.  The managing attorney will work on legal issues affecting adults and children with disabilities, including preventing abuse, neglect, discrimination, and unnecessary institutionalization, and ensuring access to appropriate physical and behavioral health services, special education, and other community-based services.  The position requires work on individual cases, systemic litigation, as well as other advocacy strategies.

DRP is a private, nonprofit organization with its headquarters in Harrisburg, Pennsylvania.  Since 1977, DRP has operated under the authority of seven federal statutes and regulations and is funded largely through federal appropriations.  These federal programs exist to protect people with disabilities against abuse, neglect, and to provide legal and advocacy assistance to those whose rights are threatened or violated in areas like special education, housing, public access, employment, waiver services, and more.

DRP is part of a national system of protection and advocacy agencies created by Congress in the early 1970’s to stop abuse and neglect. DRP protects and advocates for the rights of people with disabilities so that they may live the lives they choose, free from abuse, neglect, discrimination, and segregation.  For nearly forty years, DRP has offered free legal, advocacy, policy, training, outreach, and information and referral to address direct, as well as underlying causes of discrimination, abuse, neglect, and segregation.

DRP employs 52 staff throughout Pennsylvania who respond to and work with nearly 6,000 intakes received annually.


Position: Managing Attorney
Position Location:  Philadelphia
Reports to: Legal Director
Position Purpose and Objectives:  To assist in carrying out the legal, intake, and administrative functions of the legal team.


Physical/Mental Requirements:

  1. Uses computer approximately up to 6-8 hours per day.
  2. Travel to all areas of the Commonwealth, including some overnight travel required.
  3. Sits approximately 2-8 hours per day.
  4. Spends approximately 2-4 hours per day in meetings.
  5. Requires working under a moderate degree of stress (time constraints, deadlines, multi-tasking, adherence to grant requirements, complex issues, conflict resolution, etc.).


Essential Functions:

  1. Develops, manages, and participates in litigation activities, legal work, and intake system in partnership with Legal Director and Legal Team.
  2. Fully engages and supports staff attorneys to file litigation and pursue legal work.
  3. Develops and manages his or her own litigation and client caseload.
  4. Prepares reports.


Minimum Qualifications:

Applicants should have five or more years’ litigation experience and possess excellent communication and litigation skills.  Experience specific to the rights of individuals with disabilities is preferred but not required.  Minority candidates and persons with disabilities are encouraged to apply.
